Is the BEGES mandatory for my municipality?
Local authorities with more than 50,000 inhabitants are subject to it. Many others do it voluntarily, notably via their climate plan.
What is the difference between BEGES and a climate plan?
The BEGES measures emissions; the climate plan is the territorial action plan that builds on it. One feeds the other.
